HR 101: A Comprehensive Overview of Municipal Employee Management

Morning Session | 10 a.m. - 12 p.m.

Managing employees is one of the most important and complex aspects of municipal administration. This course looks at the lifecycle of an employee -- from the day they start to the day they leave -- and covers best practices and legal requirements. Participants will learn important trends in human resources. You will leave this course prepared to properly oversee your employees, navigate the legal landscape of employment, and understand your town's policies.

  • Onboarding
  • Employee classifications, wages, and benefits
  • Legal requirements with hiring and firing
  • Common liability
  • Key employment definitions and laws
  • How to understand and navigate your employment policies

Instructor:  Lou Bunch, Senior Municipal Human Resources Consultant, NCLM

  • Participants will receive a Certificate of Completion. 
  • This course meets two hours of requirements for NCLM's AML Certificate Program.

Municipal Finance: Ten Keys to Effective Oversight of your Municipality’s Financial Management Program

Afternoon Session | 1 p.m. - 3 p.m.

Municipalities provide a range of services for its citizens. Sound financial management practices are critical to being able to provide for those services. Local government/elected boards have the fiduciary responsibility to ensure public funds are used in the manner required under law and enhance the quality of life and well-being of their communities.

This course, based on the “Ten Keys to Effective Board Oversight” by Perry James with NCLM, provides local leaders with practical tips and best practices they should consider as they implement their roles.

  • Participants will receive a Certificate of Completion.
  • This course meets two hours of requirements for NCLM's AML Certificate Program. 
  • This course meets two hours of requirements under GS 160A-148 for municipal managers.

Advancing Municipal Leaders (AML) is a member-driven education program designed to provide continuous learning opportunities and help local elected officials be successful in public office. Through AML, municipal officials will learn how to meet - and exceed - the requirements of their role in office.

Course Instructors

Lou Bunch, SHRM-SCP
Senior Municipal Human Resources Consultant, NCLM

Lou Bunch joined NCLM in 2022 where she serves as a Senior Municipal Human Resources Consultant, providing guidance to North Carolina cities and towns on a wide range of personnel issues, with a focus on employment liability. Mrs. Bunch has over ten years of experience in human resources administration in state and local government, along with over ten years of experience in staff management in the private sector.  Before joining the League, she most recently served as the Human Resources Director and Town Clerk for the Town of Nashville.  

Mrs. Bunch holds her Bachelor of Arts degree in History from Meredith College and holds her SHRM-Senior Certified Professional certification and is also a Certified Municipal Clerk through IIMC and NCAMC. She is an active member of the North Carolina Association of Municipal Clerks, International Institute of Municipal Clerks, North Carolina Public Sector Human Resources Association, and Society of Human Resources Management.  In addition, Mrs. Bunch served as a Board Member and is a Past President of the Organization of Municipal Personnel Officers, and currently serves as the League’s liaison for their organization.   

 

Perry James, CPA
Municipal Accounting Services, Senior Consultant, NCLM

Perry James is employed as a Senior Consultant for the North Carolina League of Municipalities, responsible for initial development and assistance on the League’s new Municipal Accounting Services (MAS) Program. He developed major parts of the MAS program designed to provide new government specific software and accounting assistance to many small governments in North Carolina. Previously, he was a Municipal Operations Consultant with the League, serving primarily the mid to northeast territory of the state. Perry joined the League after retiring in 2017 from the City of Raleigh where he was the Chief Financial Officer, also serving for a period as the Interim City Manager. Perry is a CPA and belongs to the N.C. Association of CPA’s and the American Institute of CPA’s.

Mr. James graduated from the University of North Carolina at Chapel Hill. He has served on the Board of the Government Finance Officers Association (GFOA) and was President of the North Carolina GFOA.  Mr. James is also the author of the booklet Ten Keys to Effective Governing Board Oversight that is the basis for this session.
