This foundational course provides an introductory exploration of human resources management within municipal governments in North Carolina. It introduces participants to the scope of municipal authority, the various forms of municipal government in the state, and the classification of municipal employees under federal, state, and local laws. Emphasis is placed on understanding legal frameworks that govern employee rights and responsibilities, hiring practices, and notable exceptions that impact municipal HR operations.
Course Objectives
• Understand the statutory authority of municipalities in North Carolina to manage human resources.
• Identify and differentiate the major forms of municipal governments in North Carolina.
• Define and classify municipal employees according to federal, state, and local HR laws, including exempt vs. non-exempt, full-time, part-time, temporary, and contractual employees.
• Recognize notable legal exceptions, special classifications, and considerations unique to municipal HR management.
• Apply foundational HR knowledge to municipal contexts with a clear understanding of compliance requirements.
