Moderator: Julie Metz , NCLM-Assistance Director of Business & Membership Development
Julie began working for the North Carolina League of Municipalities in January 2020. In this role, she oversees and manages business & member development field consultants, cultivates manager and elected leader relationships, and manages affiliate group partnerships. Before January, she served as the Downtown Development Director for the City of Goldsboro for over 20 years. She successfully administered numerous grant programs in this capacity for the benefit of property owners, developers and small businesses. She has also secured over $39 M in grant funding over the past ten years.
Julie is a graduate of East Carolina University and the Urban & Regional Planning program.

Mr. Silver, the former Commissioner of the New York City Department of Parks, is now Principal, Vice President of Urban Planning at McAdams. Mitchell is also the immediate past president of the American Planning Association (APA) and the former Raleigh NC Chief Planning & Development Officer. Mitchell is an award-winning planner with over 35 years of experience. He is internationally recognized for his leadership in the planning profession and his contributions to contemporary planning issues.
As Parks Commissioner, Silver developed the Community Parks Initiative to build a more equitable parks system, Parks Without Borders to create a more seamless public realm and Anchor Parks program to make old parks new again. Mitchell managed, planned, and operated nearly 30,000 acres of parkland, which includes parks, playgrounds, beaches, marinas, recreation centers, natural areas, and other assets.
One of the nation’s most celebrated urban thinkers, Mitchell Silver has been elected to Planetizen’s list of the 100 Most Influential Urbanists in the world (2017), and named an honorary member of the American Society of Landscape Architects (2017), a fellow of the Academy of the Social Sciences (2016), an honorary fellow of the Planning Institute of Australia (2015), a fellow of the American Planning Association (2014), and an honorary lifetime member of the Royal Town Planning Institute (2014). In addition, he has been honored as one of the top 100 City Innovators in the world by UBM Future Cities, and in 2012 the Urban Times named him one of the top international thought leaders of the built environment.
