Rules of Procedure: Legal Basics for Municipal Governing Boards

Afternoon Session | 1 p.m. - 3 p.m.

A course on the fundamental legal requirements of municipal governing boards. This course will teach you how to best – and legally – run a board meeting.

Official actions taken by cities and towns can only occur during properly called and advertised board meetings. Since many items come before the municipal board for action, official sessions of the board must be run effectively, efficiently, and in accordance with the law. This course provides an overview of the basic principles, roles, sources, and common problem areas for running effective municipal board meetings.

  • Explain the roles of the presiding officer (Mayor) and Council in the conduct of board meetings.
  • Summarize the statutes and local rules that apply to board meetings.
  • Identify common problem areas that impact or delay board meetings.
  • Implement concepts and best practices at board meetings.
