Municipal Finance: Ten Keys to Effective Oversight of your Municipality’s Financial Management Program

Morning Session | 10 a.m. - 12 p.m.

Municipalities provide a range of services for its citizens. Sound financial management practices are critical to being able to provide for those services. Local government/elected boards have the fiduciary responsibility to ensure public funds are used in the manner required under law and enhance the quality of life and well-being of their communities. This course, based on the “Ten Keys to Effective Board Oversight” by Perry James with NCLM, provides local leaders with practical tips and best practices they should consider as they implement their roles.  \

 

Instructor:  Perry James, Municipal Accounting Service, Senior Consultant, NCLM

Participants will receive a Certificate of Completion.

This course meets two hours of requirements under GS 160A-148 for municipal managers.

 

Cyber Security: Understanding the Threat and Protecting Your Town

Afternoon Session | 1 p.m. - 3 p.m.

For our cities and towns, there are few issues more pressing that cyber security. Cyber attacks threaten a local government's finances, service delivery capacity, data and more. And as these attacks become more frequent, our cities and towns must be on guard to protect vulnerable assets and resources. 

This course provides participants with an overview of the types of breaches and scams currently being used to attack cities, the ways to spot and potentially prevent vulnerabilities, and best practices that you can introduce to your local government's defenses now. 

 

Instructor:  Erik Wells, Cyber Security Advisor, NCLM

Participants will receive a Certificate of Completion.

 

 

Advancing Municipal Leaders (AML) is a member-driven education program designed to provide continuous learning opportunities and help local elected officials be successful in public office. Through AML, municipal officials will learn how to meet - and exceed - the requirements of their role in office.

Course Instructors

Perry James, CPA
Municipal Accounting Service, Senior Consultant, NCLM

Perry James is employed as a Senior Consultant for the North Carolina League of Municipalities, responsible for initial development and assistance on the League’s new Municipal Accounting Services (MAS) Program. He developed major parts of the MAS program designed to provide new government specific software and accounting assistance to many small governments in North Carolina. Previously, he was a Municipal Operations Consultant with the League, serving primarily the mid to northeast territory of the state. Perry joined the League after retiring in 2017 from the City of Raleigh where he was the Chief Financial Officer, also serving for a period as the Interim City Manager. Perry is a CPA and belongs to the N.C. Association of CPA’s and the American Institute of CPA’s.

Mr. James graduated from the University of North Carolina at Chapel Hill. He has served on the Board of the Government Finance Officers Association (GFOA) and was President of the North Carolina GFOA.  Mr. James is also the author of the booklet Ten Keys to Effective Governing Board Oversight that is the basis for this session.

 

 

Erik Wells
Cyber Security Advisor, NCLM

Erik is a North Carolina native that has seen first-hand the disparities many communities faced attempting to fund and maintain technology-based programs for students. He joined the military at the age of 18, but the desire to help overcome that disparity stayed with him. After his enlistment ended, he spent over a decade enabling change and bringing emerging technologies to rural communities. After a successful entrepreneurial career, Erik worked several years as a Cyber Security Manager for a fortune 500 company and a Data Privacy Executive and Cyber Security Consultant for various large corporations.

Erik joined NCLM as a Cyber Security Advisor in 2023, looks forward to bringing emerging technology expertise to communities in need.
